I have written to npower asking them to explain.
Seems bizarre for NPower to be filling in lakes in Oxfordshire at the same time that Thames Water are seeking permission to build huge reservoirs there to supply Londoners with water (as opposed to fixing the leaky pipes). Maybe I'm missing smthg?!
